Director of Campus Safety and Compliance

Xavier University’s Office of Compliance, Equity, and Ethics (OCEE) is seeking applicants for the Director of Campus Safety and Compliance. This leadership role unifies and advances the University’s safety and regulatory compliance efforts by aligning campus partners around a shared culture of accountability—grounded in equity, safety, and institutional ethics. The ideal candidate is a strategic, collaborative leader who can influence across divisions, standardize practices, and drive measurable improvement in campus-wide safety outcomes.


Located within the Office of Compliance, Equity, and Ethics (OCEE), the Director of Campus Safety and Compliance leads, coordinates and unifies the university's safety and compliance efforts. The Director aligns unit-level leaders from across the campus community to cultivate a culture of accountability, ensuring regulatory obligations are met through an integrated strategy that prioritizes equity, safety, and institutional ethics.


The Director coordinates the University’s cross-functional safety activities, including Clery Act mandates, emergency readiness, and operational safety, into a cohesive, standardized program.

ESSENTIAL FUNCTIONS:
Safety Governance & Leadership: Chair the Campus Safety Sub Committee, a key sub-group of the University Compliance Committee. Through the sub-committee, the Director guides the development and implementation of the Campus-Wide Safety Plan.

Strategic Integration: Lead the Building Coordinator Program and establish clear escalation paths and standard operating procedures (SOPs) across all university units.

Campus-Wide Safety Architecture: Maintain and implement a comprehensive safety plan mapped to federal and state standards, including OSHA, Clery, and NIMS/ICS.

Insurance & Liability Governance: Provide strategic oversight of the university’s comprehensive insurance portfolio and risk transfer strategies. Supervise the Risk & Insurance Manager in the annual insurance renewal process and the enforcement of multi-employer safety policies.

Interdisciplinary Compliance: Develop and audit safety frameworks for high-risk areas, including but not limited to laboratory biosafety, athletic event management, residential life & dining safety, and facilities maintenance.

Business Continuity Planning: Architect and maintain the university’s business continuity framework to ensure essential operations are resilient during and after a crisis.

Crisis Management & Emergency Readiness: Lead all-hazards planning and drive campus-wide ICS training (IS-100/200/700/800) aligned to FEMA and NFPA 1660 standards. Serves as the primary liaison to local law enforcement and emergency responders to coordinate joint drills, mutual aid agreements, and integrated incident response.


Audit & Reporting: Establish a unified system for tracking safety violations and fining protocols, ensuring financial and operational accountability across all divisions.

EXPERIENCE AND EDUCATION:

  • Bachelor’s in Occupational Safety, Environment/Industrial Hygiene, Public Health, Emergency Management, Public Administration, Engineering, or related field; Master’s preferred.

  • Minimum of 7–10 years of progressive leadership experience in campus safety, regulatory compliance, risk management, or law enforcement within a higher education or complex institutional setting.

  • A proven track record of influencing and leading departments that do not have a direct reporting line to the position.

  • The ability to communicate effectively with diverse stakeholders—from sworn police officers and scientific researchers to student advocates and facilities staff.

  • Compliance Expertise: Direct experience managing large-scale federal reporting (e.g., Clery Act, Title IX, or OSHA/EPA laboratory standards).

  • Strategic Planning: Experience transitioning an organization from a siloed departmental structure to a collaborative, integrated model.

  • Professional Certifications (Preferred): Certified Protection Professional (CPP), Certified Safety Professional (CSP), or specialized Clery Act Compliance training.
