HUMAN RESOURCES GENERALIST, DEPARTMENT OF DEVELOPMENT

The Department of Development is seeking a highly capable and service-oriented Human Resources Generalist to support a growing department. The HR Generalist will play a critical role in ensuring consistent, compliant, and high-quality human resources service delivery across the department’s offices.

This position is designed as a departmental professional-level role that bridges centralized HR strategy with department-specific operational needs. The HR Generalist serves as a trusted advisor to managers and employees, providing guidance and leadership on recruitment, employee relations, performance management, benefits administration, and HR compliance. The role requires strong judgment, discretion, and the ability to manage sensitive matters with professionalism and confidentiality.



Examples of Duties

Provides administrative support and assistance in Human Resources service areas such as: Human Resources Administration, Business Operations, Talent Acquisition, Organizational Development, Labor & Employee Relations, Benefits, Employee Wellness, Human Resource Information Systems (HRIS), and Employee Records. TYPICAL TASKS: Maintain and update employee records and or databases, including personal information and employment history. May assist with hiring, orientation and/or onboarding of employees. Responsible for monitoring and payroll processing. Liaise with internal and external partners. Assist in administering various wellness programs and initiatives. Prepares and compiles reports as necessary. Performs other job-related duties as required.

Minimum Qualifications

Bachelor’s Degree in Human Resources Management, Business/Public Administration, or related field from an accredited four-year college or university required. Five years of full-time paid progressively responsible experience in Human Resources or a comparable field required. Substitution: Two years of experience may substitute for each year of college education lacking. emonstrated written, verbal, communication and organizational skills required. Ability to maintain confidential information. Computer literacy, i.e., MS Office applications, and experience with human capital management software, databases, applicant tracking etc. Valid State of Ohio Driver’s License required.

Key Responsibilities & Typical Tasks:

Recruitment & Talent Acquisition

  • Coordinate full-cycle recruitment activities, including creating and monitoring job postings, facilitating applicant screenings, responding to applicants and interview scheduling within an equitable and compliant hiring process.
  • Consults with hiring managers on candidate sourcing, resume reviews and scoring.
  • Prepares interview questions and participates on interview panels.
  • Facilitate onboarding processes, ensuring completion of required documentation and new hire orientation, and compliance training.
  • Support employees and managers throughout the probationary period and beyond.

Employee/Labor Relations & Workforce Support

  • Serve as a first point of contact for employee inquiries and workplace concerns.
  • Assist senior leadership and managers in addressing workplace conflict, performance concerns, training, discipline, and organizational change.
  • Provide guidance to employees on the CLE Total Rewards program, including but not limited to benefit programs, wellness, and policies and procedures.
  • Process benefits enrollments, raises, position changes, ,terminations, and other employment actions, as necessary.
  • Work with Central HR to administer leave programs including FMLA, ADA accommodations, and other statutory or policy-based leaves.
  • Works in conjunction with the Human Resources/Civil Service Departments to administer collective bargaining agreements, civil service rules, and associated polices/procedures.

Performance Management & Organizational Support

  • Facilitate probationary and annual employee performance evaluations process and maintain all related documentation.
  • Track and support performance improvement plans and associated disciplinary processes.
  • Provide guidance on progressive discipline in alignment with City policy and support investigations in coordination with Central HR as needed.
  • In partnership with the department’s Director’s Office and Fiscal Office, assist with processing professional development requests.


General HR Operations

  • Ensure appropriate policies, procedures and practices for attendance and timekeeping.
  • Maintain accurate employee records within HR information systems and in compliance with federal, state, and local records retention requirements.
  • Safeguard confidential employee information in accordance with policy.
  • Prepare HR-related correspondence, reports, and communications.
  • Respond to employee and manager inquiries with professionalism and timeliness.
  • Support the implementation of new citywide HR programs, systems, and policies including serving as department lead on Workday implementation and participating in HR-related projects, process improvements, and cross-departmental initiatives.

Preferred Qualifications:

  • Completion of a professional HR Certification program.
  • 3-5 years of progressively responsible experience in human resources.
  • Strong knowledge of Federal and state employment laws (e.g., FMLA, ADA, FLSA, EEO).
